Enhancing the Social Return on Investment methodology for the evaluation of Social Prescribing interventions in Wales that promote mental health and wellbeing

    Abstract

    This PhD by Portfolio explores how the Social Return on Investment (SROI) methodology can be improved to better evaluate Social Prescribing (SP) interventions that aim to support mental health and wellbeing in Wales. The research draws on three case studies: EmotionMind Dynamic, Opening the Doors to the Outdoors, and the Wrexham University Nature-based Social Prescribing pathway which were carried out between 2021 and 2024. Each of these studies applied a mixed-methods SROI approach to assess the outcomes experienced by individuals and the broader value created for society.
    While SROI has grown in popularity as a tool for measuring Social Value, its limitations particularly around consistency, overclaiming, and stakeholder valuation pose challenges. To address these, the thesis introduces an enhanced evaluation model by integrating Public Value Theory (PVT) into the SROI process. This integrated model, referred to as the Social Prescribing Public Value Social Value (SPPVSV) Model, offers a more structured and context-sensitive approach for understanding the wider societal contributions of SP interventions.
    The research also considers the influence of Welsh policy, including the Well-being of Future Generations (Wales) Act 2015, on the expectations for public sector evaluations. Through a combination of theoretical development and empirical evidence, the thesis contributes to ongoing efforts to ensure public funds are used effectively, transparently, and in ways that reflect what matters most to service users. The findings offer practical recommendations and lay the groundwork for future evaluation of SP on a larger scale.
