    Abstract

    The chapter outlines the history, process and practice of the Council of Europe international reviews of national youth policy, of which there have been almost 20 since the first in 1997. The distinctiveness of the chapter lies in its consideration of the impact of these reviews by international teams of experts on the formulation and evolution of national youth policy - in other words, the extent to which the international reviews contribute to national youth policy development.
