N2 - This book builds upon Volume 1 (published 2002) which established the first framework for comparative thinking about youth policy within the member states of the Council of Europe (now 47 countries). That first framework covered six core themes: concepts, legislation and finance, delivery mechanisms, policy domains, cross-cutting issues, and enabling factors (youth research, professional training and the dissemination of good practice). Volume 2 draws on lessons from more recent international reviews of national youth policy in order to develop and refine the original youth policy framework. Issues that had not been given sufficient attention in Volume 1 include the role of the church and the military in influencing youth policy, negative as well as positive mobility for young people in Europe (notably the trafficking in women and the exploitation of young male labour in the casual labour markets of western Europe), the role of new technologies, environmental issues, and the gulf between urban and rural provision.
