    Abstract

This paper aims to firstly, map out the basic skills landscape of South Wales and, secondly, use a case study approach to offer a map others may follow when promoting tuition in basic skills of literacy and numeracy to the long-term unemployed. Findings of both quantitative and qualitative research are presented to show that although there are high levels of literacy and numeracy need in the area, few people who are in need of basic skills tuition take up the opportunities available. Suggestions are made for effective methods of promoting basic skills tuition and areas for future research are discussed.
