Abstract

The 3rd meeting of the EU-Council of Europe Youth Partnership’s Steering Group for the European Youth Work Agenda (EYWA) took place, in person, in Brussels on 25-26 January 2023. The EYWA was given political direction through its advocacy within the Council of Europe’s 2017 Recommendation on Youth Work and through the EU Resolution on the framework for establishing a European Youth Work Agenda , in 2020. Youth work is also an embedded concept within the EU Youth Strategy (2018) and a thematic priority within the Council of Europe Youth Sector Strategy 2030 (2020).

The Steering Group, composed of individuals reflecting, though not representing, different segments of what has come to be known as the youth work community of practice, is intended to watch over, though not oversee, the development of the European Youth Work Agenda. A list of participants at the 3rd meeting of the Steering Group can be found at the end of this report.

The first meeting of the Steering Group (online) had mapped out all European and national initiatives related to the implementation of the EYWA and identified where they might complement and strengthen each other. Areas that did not appear to be covered by any actor were also discussed. The second meeting of the Steering Group took place in person and provided updates about developments in the relevant areas in the 2022-23 workplan of the Youth Partnership. This included recent research findings about the implementation of the European Youth Work Agenda and space for an exchange about next steps , preparing publications and other processes delineated in the workplan.
Following up on that, the third meeting gave space to further strategic discussions about the coordination of the implementation of the EYWA. It was also an important occasion to start preparations for the Youth Partnership’s flagship event in 2023 and its workplan for 2024-2025. The outcomes of ongoing research projects and activities were also presented by the consultants and discussed with the group.
