Abstract
Law enforcement intelligence plays a vital role in reinvigorating old and cold case homicide investigations by providing investigators with essential insights and resources. Cold cases, often characterised by exhausted leads and a lack of evidence, pose significant challenges to law enforcement agencies that struggle to secure justice. However, the emergence of complex intelligence-gathering techniques and technologies has reformed the investigative method, offering new hope in solving these long-standing whodunits. This article examines the role of law enforcement intelligence in cold case homicide investigations. It explores the utilisation of various intelligence models, including, but not limited to, human intelligence, retrospective intelligence, confirmation intelligence, detective and investigative intelligence, and open-source intelligence. By linking collective intelligence and pooling resources, investigators can overcome jurisdictional barriers and access critical information vital to cracking cold cases. The article also highlights the importance of collaboration and information sharing among law enforcement agencies at local, national, and international levels. Intelligence serves as a foundation in the pursuit of justice for victims of cold-case homicides. Its strategic application enables investigators to bridge gaps in evidence, uncover hidden truths, and ultimately serve justice to families and communities affected by these unsolved crimes. With the help of strategic and operational intelligence sources, law enforcement agencies can uncover previously overlooked connections and patterns, shedding new light on unresolved homicide cases. These intelligence sources empower investigators to scrutinise vast amounts of information, identify potential suspects, and prioritise leads with higher probabilities of success.
