Abstract
The chapter begins by describing the social work context and giving initial consideration to different definitions of institutional abuse. It highlights the problem of quantifying the extent of such abuse before delineating the inherent risks of residential care for an already vulnerable population. The various types of abuse to which children can be subjected in this setting are explored and competing explanations of the crime are discussed alongside recent measures designed to enhance children's safety. The chapter concludes by locating institutional abuse against the background of wider power relations between children and adults in British society.
