    Abstract

    The origins of this recent ESRC-funded project can be traced to work carried out in the Wales and South west Regional Research Laboratory in 1989/90. It concerns the changing geography of revenue-raising during a turbulent five year period for local government revenue-raising during which the domestic rates system has been replaced first with the community charge and then in April 1993 by the council tax.
