Abstract

This book investigates the role of the European Union (EU) in promoting democracy and human rights in post-Mubarak Egypt, with a focus on the Civil Society Facility (CSF) instrument as the primary case study. In addition to evaluating the EU’s strategies, policies, initiatives and instruments, the book assesses EU-funded projects under the 2011–2013 CSF in terms of structure, funding levels, complementarity and areas of focus of the funded projects and their implementation. The book sheds light on how the effectiveness of the EU’s CSF-funded projects is impacted by the interplay between the EU, Egypt’s institutional dynamics and the local socio-political environment in Egypt. This book provides critical insights for academics and policy-makers on the effectiveness of external support for democracy, highlighting that certain conditions must be present for democratisation efforts to bear fruit. It is based on many vivid exchanges that the authors of this book have had over the years.
