This research is designed to be a resource assisting the framework of the European Youth Work Agenda. It addresses the conceptual challenges, debates the stepping stones required, provides a concrete illustration (the case of Malta) and includes annotated references to material that can support the preparation and advocacy for a youth work strategy.
