1. What are the most pressing skills needs, shortages and gaps today? Are they distinct to particular nations, sub-sectors, jobs etc?
2. What skills will become more important in the next 3-5 years? What factors are driving changing skills needs?
3. To what degree are skills challenges demand-driven? E.g. reflecting growth of particular sub-sectors or jobs, changing skills needs or workplace practices?
4. What challenges are associated with the skills system? E.g. the scale, quality or relevance of provision, delivery models, costs etc?
