This report, commissioned by CBI Cymru, examines the multifaceted barriers faced by women in Wales seeking leadership and management roles, posing challenges for individuals, organizations, and policymakers. While the Advancing Gender Equality Plan (2020) represents progress, the recent State of the Nation report underscores the urgent need for renewed commitment to drive change, particularly as the Welsh Government aims to eliminate the gender pay gap by 2050. Despite advancements in gender equality, structural, cultural, and institutional obstacles persist, compounded by limited access to flexible working, childcare, mentorship, and ongoing gender biases. Drawing on data from various sectors in Wales, this report highlights key issues such as caring responsibilities and unconscious bias, while considering the intersection of age, geography, and industry. The findings lead to actionable recommendations for organizations and policymakers to cultivate a more inclusive workplace culture. By addressing these barriers, organizations can unlock women's leadership potential, fostering innovation, productivity, and gender equality in Welsh businesses.
