Background
The Health and Social Care Regional Integration Fund (RIF), financed by Welsh Government, gives each of the seven regions in Wales a share of an annual allocation of around £150m to transform the integration of health and social care. There are six RIF models of care which are a means of transforming integrated care. Economic analysis is part of the RIF evaluation.
Method
Social Return on Investment (SROI) methodology will be used to assess the social value of a selection of the projects drawn from the seven regions. Social Value International/UK methods, including the SROI Value Map will be utilised and stakeholders will be involved at all stages of the SROI process. Questionnaires will be completed by service users with the intention of measuring health and well-being which means that we will be able to describe how the chain of events leads to the social value.
Expected findings
Each SROI study will focus on one model of care (e.g. complex care closer to home, which is an intervention to get patients out of hospital and provided with the care that they need at home, or closer to home than the local district general hospital). Social value will be quantified and monetised to demonstrate a return on investment for every pound invested in the service or intervention under consideration. Outcomes and impact for each model of care will be established and will also capture any unintended or negative impacts.
Discussion
It is anticipated that each of the seven SROIs will be published separately but will be linked by means of this protocol. Interventions from throughout Wales will be included in the SROI analyses and therefore the results will be relevant for all seven regions to assist RIF managers with decision making in the allocation of scarce resources and investment choices.
