    The aim of this study is to review SBRI Calls 1 and 2 to identify lessons learned and to promote good practice in any future expansion of SBRI or other forms of PCP. The objectives of this study are
    • To review existing literature regarding PCP and SBRI in relation to practice in innovation in Welsh public sector.
    • To consider the implications of Directive 2014/24/EU and Public Contracts Regulations 2015, that came into force on the 26th February 2015.
    • To analyse the experience gained from Call 1, Stages 1 and 2, and Call 2, Stage 1 of SBRI in Wales.
    • To identify challenges, successes and best practice from experiences to date.
    • To consider the procurement implications of SBRI and to suggest ways in which public sector procurement specialists might contribute to the process
    • To consider how the commitments in the Wales Procurement Policy statement, particularly around supplier engagement and innovation can be addressed
    • To consider how this links to the establishment of 'Y Lab' – a partnership between Nesta, the UK's innovation foundation, and Cardiff University.
