Crynodeb
Chapter explores key themes in the history of nineteenth-century local government through a case study of the experience in Monmouthshire. In particular, it considers the idea of there being a ‘revolution’ in government and suggest that whilst the concept has much use at a descriptive level there are good reasons for thinking that the ‘revolutionary’ aspect of the growth of local governmental powers can be overplayed.
