    The life cycle of technologies is ever shortening and we are thus witnessing a rapid decrease of knowledge, i.e. in terms of both coded and tacit knowledge. In view of this, people are faced throughout their lives with the need to search for new sources of knowledge as a means of reacting to and also provoking change at both organizational and social level. As a result of this, the learning cycle is undergoing a flux; it shows obsolescence in the lack of a continuous search for education. This paper is based on both the learning and the education cycle and thus aims at setting out the needs for continuous training, due to its socio-economic impact.
