This conceptual paper investigates Small Construction Enterprises (SCEs) and their activities involving technological development, innovation, technology and key success factors. The paper considers the reasons for, and the barriers to, innovation. The literature indicates that utilisation of innovations in new products, services and processes is inherently uncertain and dealing with risk and uncertainty is central to innovation management. A qualitative approach takes into account the potential barriers and proffers a conceptual framework to enhance innovation and technology management within SCEs. The factors that may then enable effective innovation to take place are also explored, with conclusions describing a way forward.
