Taiwan’s national cybersecurity strategy is developed by the National Information and Communication Security Taskforce (NICST). This chapter outlines in detail efforts to secure Taiwan cyberspace and targets and describes timelines, budget commitments, and implementation plans to enhance the security of Taiwan’s cyberspace. Questions of international law and sovereignty are tightly related in the case of Taiwan, whose statehood is subject to debate. Taiwan’s contested international position and its lack of official recognition have severely limited its ability to participate in international governance debates. Taiwan has a lively and highly active white-hat hacker society, which has played an outsized role in the private sector. Due to the impact of cybercrimes, as well as the persistent and advanced, sophisticated (cyber)threat from China, Taiwan long had a great need for a sophisticated cybersecurity ability to fend off criminal and nation-state cyber-attacks.
