    The European youth campaign - All Different All Equal - for Diversity, Human Rights and Participation - was launched in June 2006 and concluded in October 2007. The Campaign was established following the adoption of an Action Plan at the Third Summit of the Heads of State and Government of the Council of Europe in May 2005. This retrospective evaluation was based on the following methods: (a) analysis of Campaign key documents, including internal evaluations; (b) analysis of questionnaires completed by National Campaign Committees; (C) interviews with key informants (including members of the European Steering Group; staff from the Council of Europe and European Commission; past and present members of the Campaign Secretariat; representatives of the European Youth Forum; and members of National Campaign Committees; (d) experiences recorded in brief written accounts by those associated or touched by the Campaign; an initial exploratory focus group conducted at the Malmo Conference; (e) a series of focus groups and individual interviews with participants conducted at the Evaluation Conference in Portimao; and (f) feedback from key informants on the Preliminary Findings Report and the initial draft of the Final Evaluation Report.
