In the UK, ESOL is a decentralised area of responsibility with each nation adopting its own approach to funding and provision. In Wales, it is a field where the powers of the London based UK government and the powers of the Cardiff based Welsh government, overlap. This article will provide an overview of how the Welsh Government attempts to fund, organise and deliver English language education to adults who do not speak English as a first language. The challenges and shortfalls of ESOL provision across the country are discussed and initiatives that have been put in place to improve access to classes are also outlined.
