Therefore the EAGLE project is a “response to the aims of the ‘European Platform against Poverty’ initiative. Factors such as better access to high quality early childhood education and care (ECEC, comment of P1 MUAS), the provision of innovative education and training opportunities for disadvantaged groups are important for reducing social inequalities and enabling all citizens to realize their full potential.” (EU 2020) The sector of ECEC is the focus from which to consider the objectives, having taken into account the findings of PISA 1, 2002. A lack of high quality ECEC in some European countries, no access to day-care centres due to lack of facilities, a gap of education between wealthy population groups and those with difficult socio-economic conditions often combined with migration, have been stated in recent research (see report by European 2009 www.neese.fr, CORE, OECD, PISA, SEEPRO and national projects).
