    The former Secretary of State for Wales, Ron Davies, notably described devolution as “a process not an event”. The Government of Wales Act 2006 gave new powers to the National Assembly for Wales and this paper will look at the issues and challenges arising. The paper will address: the legal separation between the National Assembly and the Welsh Assembly Government; legislative powers under the 2006 Act; electoral arrangements; the application of the Act; the involvement of ‘Civil Society’; and conclude with some basic observations about the implications for legal research and the legal profession in Wales and England of the 2006 Act, then focusing on the prospects for and possible consequences of a referendum in late 2010 or early 2011.
